Electrical Engineer
About the Position: The Electrical Engineer serves as Western Washington University’s electrical engineering representative to manage the programming, planning, design, construction, and acceptance of varied and complex, major and minor public works electrical projects and electrical engineering for in-house electrical projects for the University.

This is a professional staff position which offers a generous benefits package including approximately 5 weeks of vacation.

About the College/Department: The Office of Facilities Development and Capital Budget was established in 2011 by consolidating Capital Planning and Development, Facilities Design and Construction Administration and the Capital Budget Office. In collaboration with Facilities Management, the Office of Facilities Development and Capital Budget provides leadership in planning, developing, and budgeting for high value, quality, cost-effective facilities and grounds. Western Washington University is located in beautiful Bellingham, Washington, a vibrant coastal community of approximately 80,000. Bellingham is located 90 miles north of Seattle and 60 miles south of Vancouver, British Columbia, with easy access to both the Cascade mountain range and the Pacific coast.
Position Responsibilities:
  • Design electrical system projects by working with clients to verify program needs and budget; establishing design criteria which most effectively fits within this context; and preparing design drawings and specifications
  • Provide technical advice and services to University departments concerning their current and future electrical needs
  • Provide technical and program related direction and information regarding electrical issues to the University’s Facilities Management construction and maintenance crews
  • Conduct consultant selection process by issuing the advertisement for proposals, heading a selection committee, facilitating consultant review and interview process, recommending consultant selection, negotiating fees, and preparing the consultant agreement
  • Coordinate the planning, design and construction of large-scale electrical projects by working with University A/E staff, and client building committees to develop project program, resolving client’s questions and concerns, and providing construction management services through final acceptance of the project
  • Oversee work of consultants and contractors retained by the University on assigned design and construction projects
  • Meet with and keep clients and project committees informed of project process
  • Present project status to the Board of Trustees Review pay applications, workmanship, and project compliance of contractors
  • Work with budget authorities
  • Work with public agencies and groups for master planning, neighborhood plans, etc. on behalf of the University Represent the University to Federal, State and local planning and regulatory agencies by preparing the proper documentation required, issuing specific notices required, meeting with representatives of these agencies as required, attending public hearings and/or meetings as required
  • Ensure design and construction compliance with International Building Code, Electrical Code, and Fire Codes, Americans with Disability Act (construction portion) and other codes and regulations
  • Work with other project team members
  • Serve on internal department committees regarding maintenance and upkeep of records of all buildings, grounds, utilities and other built-environment belonging or leased to the University – especially drawings, specifications, studies, surveys, electronic media, database information, etc., located in the Physical Plant and University Archives
  • Participate in interview committees, other campus committees, professional affiliations, and other related activities
Required Qualifications:
  • Licensed electrical engineer in State of Washington OR eligible for licensure in Washington by comity and obtainment of license within 3 months of commencing employment
  • Strong interpersonal, verbal and written communications skills
  • Proven ability to handle multiple projects and responsibilities simultaneously, including managing time well and under pressure
  • Ability to collaborate effectively with employees at all levels of the organization and outside agencies
  • Proficient skill sets in electrical engineering, construction and project management
  • General knowledge of scheduling, budgeting, and hazardous materials used in construction
  • CAD proficient
  • Valid driver’s license
  • Three years of experience with building and site electrical systems
Preferred Qualifications:
  • Electrical engineering project management experience related to a University or similar institutional setting
  • LEED certification
  • BICSI certification
  • Working knowledge of word processing, spreadsheets, relational databases, and page layout programs
